CE Marking Explained for B2B Buyers of Promotional Electronics
What the CE mark on a power bank or Bluetooth speaker really means, which rules apply to branded electronics, and which documents to ask for.
Lukuaika 5 min

CE marking is the manufacturer's declaration that a product meets the EU rules that apply to it. For B2B buyers of promotional electronics such as power banks, wireless chargers, Bluetooth speakers and earbuds, the CE mark on the box is only the visible end of a process: behind it there should be a conformity assessment, technical documentation and an EU declaration of conformity. This guide explains what CE marking means, which rules typically apply to promotional electronics and what to ask a supplier.
This article is general information, not legal advice.
What does CE marking mean?
The EU's Your Europe portal describes the steps to product compliance for manufacturers:
- identify the EU and national requirements that apply to the product;
- check whether the product needs CE marking;
- carry out the applicable conformity assessment, and check whether harmonised standards exist;
- prepare the technical documentation;
- draw up the EU declaration of conformity;
- affix the CE marking.
The documentation and declaration must be kept for ten years after the product is placed on the market, unless the specific law says otherwise. The product also needs a type, batch or serial number and the manufacturer's name, registered trade name and postal address.
What CE marking is not
A CE mark on its own does not tell you which rules were checked or who checked them. The EU declaration of conformity is drawn up by the manufacturer and names the legislation it covers, so buyers should look at the documents behind the mark, not only at the logo.
Which CE marking rules apply to promotional electronics?
The exact set depends on the product, so the supplier's declaration of conformity should list the legislation it covers. For typical branded tech, these are the rules to ask about.
Radio Equipment Directive
Products that communicate by radio, such as Bluetooth or Wi-Fi devices, are covered by the Radio Equipment Directive (RED). The European Commission lists its essential requirements as safety and health, electromagnetic compatibility and efficient use of the radio spectrum.
Cybersecurity has been added on top, and the UK Office for Product Safety and Standards explains in its factsheet on Regulation (EU) 2022/30 that the delegated act applies from 1 August 2025 to radio equipment that can communicate over the internet, and to toys, childcare equipment and wearables that process personal, traffic or location data. Three harmonised standards, EN 18031-1, -2 and -3, can be used to show conformity. The Commission's RED page also notes that a later act, Delegated Regulation (EU) 2026/339, repeals Regulation 2022/30 with effect from 11 December 2027, so expect the paperwork to change again.
The common charger rules
Ireland's communications regulator ComReg summarises the common charger rules: since 28 December 2024, new mobile phones, tablets, cameras, headsets and earbuds, portable speakers, keyboards, mice, handheld game consoles, e-readers and portable navigation systems must use USB-C, and laptops followed on 28 April 2026. Packaging must carry a pictogram showing whether a charger is included. For a branded speaker or earbuds, ask your supplier to confirm USB-C charging and the correct pictogram.
Batteries
Many promotional gadgets contain a battery, and under the EU Batteries Regulation, batteries must go through a CE conformity assessment before being placed on the market since 18 August 2024, and come with labelling and instructions that include safety information, as producer responsibility organisation ERP explains. For products like power banks, ask how the supplier covers the battery rules alongside the rest of the CE file.
Who is responsible for CE marking in the supply chain?
Responsibility follows the role a company plays, not its size.
| Role | Main duties |
|---|---|
| Manufacturer | Conformity assessment, technical file, declaration of conformity, CE marking, traceability |
| Importer | Check the manufacturer's work, add own name and address, provide instructions in the right language |
| Distributor | Check CE marking and documents, handle products so they stay compliant |
Your Europe adds that an importer must not import non-conforming products and must withdraw or recall any already supplied. The European Commission's page on importers and distributors makes an important point for promotional goods: importers or distributors who market products under their own names take over the manufacturer's responsibilities. If a product is sold under your brand rather than only printed with your logo, discuss with the supplier who acts as manufacturer.
How to check CE marking before you order
A short list of documents tells you a lot about a supplier's compliance work.
- EU declaration of conformity: for the exact model, listing the legislation and standards applied, signed and dated.
- Test reports: from a laboratory, for the same model and ideally the same factory.
- Manufacturer and importer details: who is named on the product, packaging or documents.
- Instructions and safety information: in the languages of the countries where the items will be used.
- Charging and battery details: USB-C, the charger pictogram and battery labelling where relevant.
Warning signs
- A declaration of conformity that lists old directives or a different model number.
- Only a "CE certificate" from an unknown company, with no declaration of conformity.
- No traceable manufacturer or importer address on the product or packaging.
Plan the paperwork into the timeline
Branded electronics are often ordered for a fixed date, such as a product launch or a trade fair. Ask for the documents at the quotation stage, not when the goods are already on the way. If the supplier needs to update a declaration, add a language to the manual or change the packaging pictogram, that takes time and may affect the delivery date.
It also helps to agree in the order which countries the items will be handed out in. The instructions and safety information then need to be available in those languages, and the supplier can prepare them together with the print files for your logo.
CE marking, GPSR and chemicals together
The CE file covers the rules for the product type. Chemical content and general consumer safety are handled by other rules that apply alongside. Read our guides to the GPSR for promotional products and REACH SVHC rules before you finalise a tech gift order.
On Flobid you can ask all suppliers in a request to attach their declaration of conformity and test reports with the quote, so you compare compliance as well as price. Start a request for power banks and chargers and name the documents you need.

Usein kysytyt kysymykset
Which document proves CE marking?
The key document is the EU declaration of conformity, drawn up by the manufacturer after the conformity assessment. It should name the exact model and the legislation and standards applied.
How long must CE documents be kept?
The technical documentation and the declaration of conformity must be kept for ten years after the product is placed on the market, unless the specific legislation sets another period.
Do promotional Bluetooth speakers need USB-C?
Portable speakers are among the devices covered by the EU common charger rules, which have applied since 28 December 2024.
